EDF for Content Writing Agencies: Export Declaration Guide

Content writing agencies that bill overseas clients for blogs, website copy, whitepapers or ghostwritten books are exporting services, and from 1 October 2026 they report those invoices on one EDF per month to their AD bank. The EDF lists what you invoiced, not what you paid your writers, so per-word and per-piece billing simply becomes one Part 2B row per invoice, filed within 30 days from the end of the month. The rest is getting codes, LUT wording and realisation tracking right.

Key takeaways

  • An agency structured as a company, LLP, firm or proprietorship should assume the EDF applies; individual freelance writers should see RBI's 7 October 2026 statement.
  • Retainers, per-word batches and one-off projects all become one row per invoice.
  • Payments you make to freelance writers in India are not part of the EDF; it covers what foreign clients owe you.
  • Delivery mode is Internet for content sent digitally.
  • SAC and purpose codes depend on the nature of the content work; confirm both.

What makes content agencies different

Three things set content agencies apart from, say, a software house.

High invoice counts, low values. A mid-sized agency might send twenty invoices a month to a dozen clients, many under USD 1,000. The EDF handles that, but your register needs to be disciplined.

Mixed billing units. Per word, per article, per hour of editing, monthly retainers. The EDF does not care about the unit; it records the invoice.

Writers as subcontractors. Your outward payments to writers are business expenses with their own tax treatment. They do not reduce the export value on the EDF.

Invoice patterns and their Part 2B treatment

Pattern Example How it appears
Monthly retainer USD 2,000 for 8 blog posts One row per retainer invoice
Per-word batch 42,000 words × USD 0.06 One row; word count in description
Per-piece 5 product pages × USD 120 One row per invoice
Long-form project with milestones eBook: 30% / 40% / 30% One row per milestone invoice, in the month raised
Rush or revision surcharge Added to main invoice or billed separately Same row if on same invoice; new row if separate
Credit for rejected pieces Credit note Reflect in records and expected realisation

Codes: be careful, not clever

SAC

Content writing does not have a single obvious SAC everyone agrees on. Depending on what you deliver, your CA may look at codes linked to advertising (998361 covers advertising services), to other professional or specialty services, or elsewhere. Writing ad copy for a campaign is not the same as ghostwriting a technical manual. Settle the mapping once with your CA and apply it consistently; our SAC code finder helps you shortlist.

Purpose code

On inward remittances, content tied to advertising or marketing campaigns may sit naturally under P1007 (advertising, trade fair, market research). Other content work may belong elsewhere. Confirm with your bank, and check the code on each FIRA. Our purpose code finder is a good first look.

When content is licensed, not commissioned

If you create content once and license it to multiple clients for a fee, rather than writing to order, the receipt may look more like a licence fee than a service fee. That can affect codes and tax treatment. Our article on royalty and licence fees from foreign licensees covers that situation. Take advice if your model leans that way.

A worked example

Quillcraft Content LLP in Pune writes for SaaS companies abroad. Its November 2026 invoices:

Invoice Date Client country Basis Amount
QC/N/101 1 Nov 2026 United States Retainer, 10 posts USD 2,400
QC/N/102 1 Nov 2026 Australia Retainer, 6 posts AUD 1,800
QC/N/103 12 Nov 2026 United Kingdom 18,500 words × GBP 0.07 GBP 1,295
QC/N/104 20 Nov 2026 United States Whitepaper, milestone 1 of 2 USD 1,500
QC/N/105 28 Nov 2026 Canada 4 landing pages × CAD 250 CAD 1,000

Quillcraft files one EDF for November with five rows in four currencies, by 30 December 2026. It converts each invoice to INR using its documented method and checks that the total in field 1.22 equals the sum. Mode of delivery: Internet. Mode of realisation: Others, since clients pay by wire or through a payment service.

The UK client rejects two articles and Quillcraft issues a credit note for GBP 140. It records GBP 1,155 as the expected receipt and keeps the credit note with the EDF register entry.

Each invoice is well under ₹10 lakh, so once paid, Quillcraft can close the EDPMS entries through a periodic declaration of realisation instead of sending FIRAs invoice by invoice. Our realisation declaration tool prepares it.

GST and realisation

Writing services delivered to a client located abroad usually have their place of supply outside India, so they can be zero-rated exports if all Section 2(6) IGST Act conditions are met. Most agencies export under LUT and print "Supply meant for export under LUT without payment of IGST" on the invoice.

The realisation deadline is 9 months from each invoice date. Small clients sometimes pay late or pay several invoices in one transfer. When one payment covers several invoices, record which invoices it settles, so matching is clear.

If you pay writers through a platform or receive client payments through one, keep the platform statements; they bridge the gap between invoice and bank credit.

Frequently asked questions

Does a content writing agency need to file the EDF?

An agency set up as a company, LLP, partnership or proprietorship and invoicing foreign clients should assume the EDF applies from 1 October 2026. Individual freelance writers working without a business structure should note RBI's 7 October 2026 statement that individuals are not required to report and check with their bank until FAQs are issued.

Do payments to my freelance writers reduce the value on the EDF?

No. The EDF records the export invoices you raise to foreign clients. What you pay writers is a separate business expense and does not change the invoice value declared in Part 2B.

How do I show per-word billing on the EDF?

List the invoice as one row in Part 2B at the invoiced amount. You can mention the word count and rate in the description column so the bank and your auditors can follow the basis.

What SAC code should a content writing agency use?

There is no single universal answer; it depends on whether the work is advertising copy, general writing, editing or another service. Agree the code with your CA, apply it consistently on invoices and the EDF, and revisit it if your service mix changes.

Can one client payment cover several invoices?

Yes, but record which invoices it settles. When the bank or your own records match realisation against EDPMS entries, a clear allocation avoids entries staying open by mistake.

Bottom line

For content agencies, the EDF is mostly a volume exercise: many small invoices, several currencies, one form. Build each month's form with our free EDF form generator and close small invoices in batches through the declaration route.
