Exporting Services to Indonesia From India: EDF, Invoicing and Payment Guide

Indonesian companies are growing buyers of Indian IT, digital and engineering services, and billing them is routine once two questions are settled: currency and withholding. Most Indian exporters invoice Indonesian clients in US dollars, agree up front whether the client will deduct any Indonesian tax, and declare each invoice on their monthly Export Declaration Form with "Indonesia" in the Part 2B country column. The EDF is due within 30 days from the end of the invoice month, and each invoice must be realised within 9 months.

Key takeaways

  • USD is the usual invoicing currency for Indian exporters billing Indonesian businesses. Rupiah (IDR) invoicing is possible but less common and worth discussing with your bank first.
  • Indonesian clients may withhold tax on payments to foreign service providers. Ask before you sign, and find out what documents could reduce it.
  • India and Indonesia have a tax treaty (DTAA). A tax residency certificate is often the key document clients ask for.
  • Expect international wires through correspondent banks, with charges that reduce the amount you receive.
  • Each Indonesian invoice is one row on your monthly EDF, alongside clients from any other country.

Choosing the invoice currency

Currency Why choose it Watch out for
USD Familiar to both sides, easy for Indian banks to receive, common in cross-border contracts Client bears IDR-to-USD conversion; may push back on price
IDR Easiest for the client's accounts team Ask your AD bank how it receives IDR; conversion may happen through intermediaries, affecting your net receipt
INR Possible in some arrangements Realisation period becomes 12 months; GST permits INR payment only where RBI allows; check with bank and CA first

Whatever you agree, write it into the contract. Your EDF records each invoice in its own currency, so a USD invoice to Jakarta is simply a USD row with country "Indonesia".

How Indonesian clients usually pay

International wire transfer. The most common route for B2B payments. The client's bank sends USD via the SWIFT network, often through one or more correspondent banks before it reaches your AD bank in India. Each bank in the chain may deduct a fee, so the amount received can be lower than the invoice.

Payment providers. Some exporters use providers that offer local collection options. Fees, conversion and remittance documentation are set by the provider, so check its current India help pages.

Two practical tips:

  • Give the client complete bank details: account name exactly as on your account, account number, SWIFT code, bank address and any intermediary bank instructions your bank provides.
  • Ask the client to quote your invoice number in the payment reference. It makes matching the receipt to the EDF row straightforward.

The bank where the money lands is normally your AD bank, and that is where your EDF goes. Our explainer on direct SWIFT wire transfers covers what to expect on the receiving side.

Withholding tax and the India–Indonesia DTAA

This is the topic to raise in the first commercial conversation, not after the first payment arrives short. Indonesian payers may be required under their own law to deduct tax on certain payments to foreign service providers. The rate and whether a treaty rate applies depend on Indonesian rules, the nature of your service and the documents you provide.

What to ask the client:

  1. Will you withhold tax on our invoices? Under which rule and at what rate?
  2. What documents do you need to apply any treaty benefit?
  3. Will you give us a withholding certificate for each deduction?

India and Indonesia have a Double Taxation Avoidance Agreement. A tax residency certificate from the Indian tax authorities is often central to treaty claims; see our guide on tax residency certificates. If tax is withheld, keep the certificate: your CA may be able to claim foreign tax credit in India.

Price with withholding in mind. If a client will deduct tax and you cannot claim full credit, your effective rate falls. Some exporters agree a grossed-up fee; others accept the deduction and rely on the credit. Discuss with your CA before you sign.

Invoicing an Indonesian client

Include:

  • the client's full legal name, address and any tax identification number it asks you to show;
  • your legal name, address, PAN and GSTIN;
  • a unique invoice number and date;
  • a clear description of the service and the SAC code;
  • amount and currency (usually USD);
  • payment terms and complete bank details;
  • if exporting under LUT, "Supply meant for export under LUT without payment of IGST".

Indonesian finance teams may also ask for a signed contract or purchase order reference on the invoice. Ask during onboarding. The export invoice generator lets you add client references and tax IDs.

Worked example

Konark Cloud Services Pvt Ltd, Bhubaneswar, manages cloud infrastructure for two Indonesian companies. Suppose that in February 2027 it invoices:

Client City Invoice date Currency Amount SAC
PT Samudra Logistik Surabaya 3 Feb 2027 USD 8,600 998315
PT Cahaya Retail Nusantara Jakarta 24 Feb 2027 USD 13,200 998315

Both rows go on Konark's February EDF, due 30 March 2027, with country "Indonesia", mode of delivery Internet and SAC 998315 for hosting and IT infrastructure, as its CA confirmed.

PT Cahaya withholds tax and pays USD 11,880 after deduction, plus a small correspondent charge. Konark:

  • declares the full USD 13,200 invoice value on the EDF;
  • obtains the withholding certificate from PT Cahaya;
  • sends its bank matching instructions explaining the withholding and charges, since the invoice (about ₹11,10,000) is above ₹10 lakh;
  • passes the certificate to its CA for a possible foreign tax credit claim.

PT Samudra pays in full minus charges. That invoice, about ₹7,25,000, is included in Konark's quarterly realisation declaration.

Realisation deadlines: 3 November 2027 and 24 November 2027.

Realisation timing

Indonesian clients, like clients anywhere, can delay payment over approvals, tax documentation or internal budgets. Track each invoice against its 9-month deadline. If a client confirms a late payment, ask your AD bank for an extension before the deadline with a reasoned request.

This is general information, not legal or tax advice. Indonesian tax rules depend on your client's position and change from time to time; take advice on both sides for large contracts.

Frequently asked questions

Should I invoice Indonesian clients in USD or rupiah?

USD is the common choice for Indian exporters and is easy for Indian banks to receive. Rupiah suits the client but may involve extra conversion steps; ask your AD bank how it handles IDR before agreeing.

Will my Indonesian client deduct tax from my invoice?

It may. Indonesian payers can be required to withhold tax on certain payments to foreign providers. Ask the client early which rule applies, what documents could reduce the deduction, and request a withholding certificate for every deduction.

Does India have a tax treaty with Indonesia?

Yes, India and Indonesia have a DTAA. A tax residency certificate is often needed for the client to apply treaty provisions, and a withholding certificate helps your CA consider foreign tax credit in India.

What do I show on the EDF if the client withheld tax?

Declare the full invoice value and explain the shortfall to your bank with the withholding certificate when closing the entry. Ask your bank how it wants known deductions reflected in net realisable value.

What goes in the EDF country column for an Indonesian client?

"Indonesia". Each Indonesian invoice is a Part 2B row with that country, alongside invoices to other countries on the same monthly EDF.

Bottom line

Billing Indonesia from India works smoothly when currency and withholding are settled before the first invoice. Raise a clean USD invoice with the free export invoice generator and add it to your monthly EDF.
