An Importer Exporter Code (IEC) is a ten-character business identifier issued by the Directorate General of Foreign Trade (DGFT). Goods exporters cannot clear customs without one; for service exporters the picture is softer. Many service exporters need an IEC to claim export benefits, and the EDF has a field for it (1.7) — fill it if you have one, and get one if your bank, a benefit scheme or your CA says you should.
Key takeaways
- The IEC is issued by DGFT, not by RBI or your bank.
- EDF field 1.7 asks for your IE code; fill it if you hold one.
- Service exporters most often need an IEC to claim export incentives and for DGFT-linked records such as eBRCs.
- Your AD bank may ask for it during onboarding for export business — check its policy.
- Getting an IEC is an online DGFT process tied to your PAN.
What the IEC is and who issues it
The IEC identifies an importer or exporter in India's foreign trade systems. DGFT, part of the Ministry of Commerce, issues it and keeps the register. For companies, LLPs and firms, the code is linked to the entity's PAN; a proprietor's IEC is linked to the proprietor's PAN.
That makes the IEC different from the codes you meet on the banking side:
| Code | Issued by | Identifies | Where it appears |
|---|---|---|---|
| IEC | DGFT | The exporter/importer | EDF field 1.7, DGFT records |
| AD code | Your AD bank | The bank branch handling exports | EDF field 1.6 |
| GSTIN | GST system | Your GST registration | EDF field 1.8, invoices |
| PAN | Income Tax Department | The taxpayer | EDF field 1.9 |
Mixing these up is one of the more common reasons a bank returns an EDF. Our explainer on IFSC, SWIFT and AD codes sorts out the bank-side codes.
When a service exporter actually needs an IEC
The FEMA Regulations don't make the EDF conditional on an IEC — the form simply has a field for it. Whether you need one depends on what else you do.
You probably want one if
- You plan to claim export incentives or benefits under the Foreign Trade Policy. These are administered through DGFT, and the IEC is your identity there.
- You want eBRCs to flow to DGFT records linked to your business. The eBRC is issued after realisation is matched in EDPMS / DGFT systems.
- Your AD bank asks for it when you start export business or open an export-related facility. Banks set their own onboarding requirements.
- You also import or export goods, even occasionally — for goods, an IEC is the norm.
You may manage without one if
- You are a small service business with no plans to claim benefits, your bank doesn't require it, and you only deal in services.
Even then, many CAs recommend getting one early because it costs little effort and avoids a scramble when a benefit or bank request appears. Ask yours.
How to get an IEC from DGFT
The application is made online on the DGFT website. We won't list menu paths or fees here because portals change; check DGFT's current instructions before you start. In outline:
- Register on the DGFT portal using the entity's details and a mobile number and email you control.
- Fill the IEC application with PAN, address, bank account details and the details of the directors, partners or proprietor.
- Upload supporting documents as the portal asks — typically proof of address and a bank document such as a cancelled cheque or bank certificate.
- Authenticate and pay any fee shown by the portal.
- Download the IEC certificate once issued and file it with your company records.
Keep the registered email and mobile under the business's control, not a former employee's. Updating details later is easier if you still have access.
Filling field 1.7 on the EDF
Field 1.7 asks for the IE code. If you have one, enter it exactly as it appears on your DGFT certificate. If you don't, ask your bank how it wants the field handled — some may accept "Not applicable" for a services exporter without an IEC; others may want you to obtain one first. Don't invent a number or reuse your PAN unless your bank specifically tells you that's acceptable.
Here's a typical case. Lumen Ledger LLP, a bookkeeping outsourcer in Indore, invoices UK clients about ₹6,80,000 a month. It had no IEC until its CA pointed out that the firm might want to claim export benefits later. Lumen applied on the DGFT portal using the LLP's PAN, received its IEC, and now fills field 1.7 on every EDF. Its October 2026 EDF, filed on 21 November, carries the IEC, AD code, GSTIN and PAN in fields 1.6 to 1.9 — four different numbers, each from a different authority.
IEC and the rest of your export compliance
An IEC doesn't change your GST position. Export of services is zero-rated under Section 16 of the IGST Act whether or not you hold an IEC, provided the conditions in Section 2(6) are met. It doesn't change your EDF deadline either — 30 days from the end of the invoice month — or your 9-month realisation period.
What it does do is connect your foreign-exchange trail to DGFT. That connection matters when you claim anything from the government on the basis of exports. This is general information, not legal or tax advice; your CA can tell you whether a specific scheme applies to your services.
Common IEC mistakes
| Mistake | What goes wrong | Better approach |
|---|---|---|
| Entering the GSTIN in field 1.7 | Bank cannot verify the IE code | Use the DGFT-issued IEC only |
| Proprietor using a personal IEC for a company | Code belongs to a different PAN | Each entity needs its own IEC |
| Former employee controls the DGFT login | Updates and downloads get stuck | Register with business-owned email and mobile |
| Assuming IEC replaces the EDF | EDF is still due monthly | IEC is an identifier, not a filing |
Frequently asked questions
Is an IEC mandatory for export of services?
The EDF has a field for the IEC, but the facts we rely on don't make the EDF itself conditional on having one. Many service exporters need an IEC to claim export benefits, and some banks may ask for it. Check with your AD bank and CA.
Where do I put the IEC on the EDF?
In field 1.7 of Part 1, labelled IE code. Enter it exactly as shown on your DGFT certificate. Fields 1.6, 1.8 and 1.9 take the AD code, GSTIN and PAN respectively.
Who issues the Importer Exporter Code?
The Directorate General of Foreign Trade (DGFT). You apply online through the DGFT portal using the business's PAN and supporting documents. Check DGFT's current instructions for steps and any fee.
Can a freelancer get an IEC?
A proprietorship can obtain an IEC linked to the proprietor's PAN. Separately, RBI said on 7 October 2026 that individuals providing services abroad are not required to report under the EDF regime; check with your bank until RBI's FAQs are published.
Does having an IEC change my GST treatment?
No. Zero-rating of export of services depends on the conditions in Section 2(6) of the IGST Act and on exporting under LUT or paying IGST and claiming a refund. The IEC is a foreign-trade identifier, not a GST registration.
Bottom line
For service exporters, the IEC is less a gatekeeper than a key to benefits and DGFT records — worth having if you might ever claim anything. Once you have it, save it with your AD code, GSTIN and PAN in the free EDF form generator so field 1.7 fills itself every month; the EDF guide covers the remaining fields.
