EDF Filing for Service Exporters in Mumbai

Mumbai service exporters file the same monthly EDF as exporters anywhere in India: one form per month, listing every export invoice, submitted to the AD bank (or the SEZ Development Commissioner for SEZ units) within 30 days from the end of the invoice month. What makes Mumbai different is the mix: media and advertising houses, consulting and finance back offices, fintech and IT firms, and SEZ units, each with its own billing habits and banking relationships.

Key takeaways

  • The EDF rules are national; there is no Mumbai-specific form or process.
  • Units outside an SEZ file with their AD bank; units in an SEZ, such as those in SEEPZ, file with the SEZ Development Commissioner.
  • Many Mumbai exporters bank with large private and public sector banks; ask your own branch how it accepts EDFs.
  • Media, advertising and finance businesses often have complex invoices: recharges, retainers and group billing.
  • A fixed monthly routine, done in the first two weeks of each month, keeps you clear of the 30-day deadline.

The kind of service exporters Mumbai has

Mumbai's export base is broad. Without pretending to have statistics, the businesses that most often ask about the EDF here fall into a few groups:

Exporter type Typical foreign clients EDF wrinkles
Film, animation and post-production studios Studios, streamers, ad agencies abroad Milestone billing, licence elements, large invoices
Advertising and digital agencies Brands and agency networks Retainers, media recharges, group billing
Consulting and research firms Corporates, funds Hourly or fixed fees, travel recharges
Finance and accounting back offices Parent companies, fund administrators Cost-plus billing to group entities
Fintech and IT firms SaaS customers, banks abroad Subscriptions, usage billing, software routing
Freelancers and small studios Agencies and individuals Individual status after RBI's 7 October statement

If your business is in an SEZ, for example a unit in SEEPZ in Andheri East or in another notified SEZ in the region, your EDF goes to the SEZ Development Commissioner, not your bank. Everyone else files with the AD bank, or for software, the AD bank or STPI.

Choosing where to file

Mumbai is home to the head offices of several large banks, and many local exporters bank with them. That does not change anything about the form. What matters is the bank where your foreign payments land, because that is your AD bank and the one that will match receipts to your EDF entries.

Under Regulation 19, every bank publishes its own policy on accepting EDFs, so the channel differs: branch, email or a net-banking trade portal. Ask your relationship manager before your first filing. If you bank with one of the larger names, our bank-specific forms such as HDFC and ICICI set the bank name for you; for any other bank, use the main EDF form generator.

A Mumbai example: post-production studio

Reelhouse Post Pvt Ltd, a Goregaon post-production studio, does colour grading and visual effects for a London streaming producer and a Los Angeles ad agency. In November 2026 it raises:

Invoice Client Country Description Currency Amount
RHP/26-27/207 Streaming producer UK VFX, episodes 3–4, milestone 2 GBP 38,000
RHP/26-27/208 Ad agency USA Colour grade, 3 commercials USD 11,500
RHP/26-27/209 Streaming producer UK Additional shots, change order 4 GBP 6,200

One EDF covers all three, due by 30 December 2026. Reelhouse ticks Services, mode of delivery Internet (files are delivered over secure transfer), and Others as the mode of realisation. The UK milestone invoice is well above ₹10 lakh in rupee terms, so when it is paid Reelhouse provides the bank with the invoice, FIRA and matching instructions.

Because its contracts also licence certain deliverables, Reelhouse's CA has reviewed whether any part of the fee should be invoiced separately as a licence. That question sits outside the EDF but affects how invoices are drawn up.

A monthly routine that fits Mumbai's pace

Mumbai finance teams are stretched in the first week of each month with GST, payroll and client reporting. Slotting the EDF into a fixed window keeps it from becoming a last-minute job.

  1. Days 1–3: close the previous month's export invoices; confirm nothing is dated wrongly.
  2. Days 4–7: pull the invoice list into the EDF; check SAC codes, currencies and remarks.
  3. Days 8–12: sign and submit through your bank's accepted channel; save the acknowledgement.
  4. Ongoing: as payments arrive, collect FIRAs, check purpose codes and match receipts.
  5. Quarter-end: send the ₹10 lakh realisation declaration for small invoices, using our realisation declaration tool.
  6. Month six of any unpaid invoice: chase hard, or ask your bank for an extension before nine months.

Points Mumbai exporters often raise

Group billing. Many Mumbai back offices bill a foreign parent on a cost-plus basis. Those invoices go on the EDF like any other. If a different group company pays, explain it in the third-party fields and remarks.

Media recharges. Agencies recharging media spend or production costs should keep those on separate invoices or lines, so the bank and the CA can see what is fee and what is pass-through.

Freelancers. Many independent editors, writers and designers in Mumbai work for foreign clients. On 7 October 2026, RBI said individuals providing services abroad are not required to report, with FAQs to follow. Individuals should confirm with their bank in the meantime; anyone operating through a firm, LLP or company should file.

Travel and on-site work. Consultants who fly out for client workshops may have invoices where some service is delivered in person abroad. Mode of delivery for those invoices may not be Internet; describe them clearly.

This is general information, not legal or tax advice. Your bank's published policy and your CA's view on your specific contracts take priority.

Frequently asked questions

Is there a Mumbai-specific EDF process?

No. The EDF is prescribed nationally under the FEMA (Export and Import of Goods and Services) Regulations, 2026. What varies is each bank's acceptance channel, which you confirm with your own branch or relationship manager.

Where do SEZ units in Mumbai file the EDF?

Units in an SEZ file with the SEZ Development Commissioner for that zone, not with their bank. Ask the Development Commissioner's office how it accepts the form.

Which bank should a Mumbai exporter file with?

The AD bank where the foreign payments for the declared invoices are received. If clients pay into more than one bank, ask each bank how it wants those invoices declared.

Do Mumbai freelancers need to file the EDF?

RBI's Governor said on 7 October 2026 that individuals providing services abroad are not required to report, and FAQs are awaited. Individuals should check with their bank; freelancers working through a firm, LLP or company should assume they must file.

When is the EDF due for November 2026 invoices?

By 30 December 2026. The rule is 30 days from the end of the month in which the invoices were raised.

Bottom line

For Mumbai exporters, the EDF is a national form fitted into a busy local month. Know your AD bank's channel, keep recharges and group billing tidy, and file in a fixed window each month. Start with the free EDF form generator.
